The Cerros Color Azul Association, a civil society organisation based in the Canary Islands — an Outermost Region of the European Union — respectfully submits this initiative on the occasion of the twentieth anniversary of Regulation (EC) No 1107/2006 concerning the rights of persons with disabilities and persons with reduced mobility when travelling by air.
Twenty years ago, the adoption of this Regulation represented a significant step forward in protecting the rights of millions of European citizens, strengthening equal opportunities and non-discrimination in access to air transport.
Since then, both society and the aviation sector have undergone profound changes. Technological innovation, evolving passenger needs, demographic developments and growing awareness of accessibility and inclusion have created new opportunities, while also revealing persistent barriers that continue to affect many travellers with disabilities.

The Canary Islands occupy a unique position within the European Union. As an Outermost Region, air transport is not merely a means of travel but an essential component of territorial cohesion, equal access to services, economic activity and social participation.
Our Invitation to European Institutions
- Conducting a comprehensive evaluation of the implementation and impact of Regulation (EC) No 1107/2006 after twenty years
- Opening a structured dialogue involving disability organisations, public authorities, airports, airlines and accessibility experts
- Assessing opportunities for future policy improvements reflecting current technological capabilities
- Taking into account the specific circumstances of island and outermost regions
This initiative does not seek to question the achievements made since 2006. On the contrary, it aims to contribute to their consolidation and further development, ensuring that European air transport continues to advance towards greater accessibility, dignity and inclusion for all citizens.
